What the converter does
The browser decodes the file to audio samples, then saves an MP3. It does not create M4A, OGG, FLAC or M4R. If a video or unusual file will not open, the browser could not read its audio.

Is the file uploaded?
No. The M4A is decoded and encoded to MP3 in your browser, so a private Voice Memo never leaves your device and no copy is kept. Closing or reloading the tab discards the file. You must own the rights to the audio you convert. Nothing is sent to a server at any step.
Why is MP3 not identical to WAV?
MP3 throws away some detail to make a smaller file, while WAV keeps the decoded samples at 16-bit, so the two are never identical. Because an M4A is already compressed, a conversion to MP3 compresses it a second time and cannot restore lost detail. A higher bitrate, up to 320 kbps, keeps more of it. The default is 192 kbps.
What if decode fails?
Open the page in another browser. Decoding an M4A depends on the audio decoders in your browser, so a file that fails in one browser may open in another. Copy-protected files will not open. If the browser cannot read the audio, the tool cannot convert it, and no upload is involved.
