What the converter does

Is the file uploaded?

No. Your WAV is decoded and encoded to MP3 in your browser, so it never leaves your device and no copy is kept. That is useful for unreleased music, interviews and other recordings you would not want on someone else's server. Closing or reloading the tab discards the file. You must own the rights to the audio you convert.

Why is MP3 not identical to WAV?

A WAV file stores every sample, while MP3 discards some detail to make a much smaller file, so the two cannot be identical. The MP3 bitrate sets the trade-off, from 128 to 320 kbps, with 192 kbps as the default. Higher values keep more detail and produce a larger file. If you need the original quality, keep your WAV file. What if decode fails?

Open the page in another browser. A WAV from a recorder or a DAW normally opens, but an unusual encoding may not decode in every browser. If the browser cannot read the audio, the tool cannot convert it, and no upload is involved at any step.
